Norcross has some of the oldest housing on our list: about 69% of homes with a known build year were built before 1990, including 42% in the 1980s. On older homes, ask each roofer how they'll handle decking and flashing they can't see until the old roof comes off.
Hail has been lighter here, with eight days of inch-plus hail in two years. On Jul 4, 2026, the National Weather Service logged inch-size hail in nearby Duluth and Dacula, and hail up to an inch passed over about 3% of Norcross homes. Wind reached further: on Jul 18, 2025, gusts of 58 mph or more reached essentially every home in our data.
The city requires a permit for a new roof covering or roof decking, but not for minor repairs. Inside the Norcross Historic District, changes to a home's appearance need a Certificate of Appropriateness. A Norcross mailing address can also mean unincorporated Gwinnett, which issues its own permits.

Permits and paperwork
- Reroofing
- The city's Permit Required Checklist lists "New roof covering or roof decking (residential)" as needing a permit. "Minor repairs to roof covering" do not need one. The checklist says to upload all documents to the city's ePlan portal. Source
A Norcross mailing address does not always mean the property is inside city limits. The city says to check the Gwinnett County GIS Data Browser. Properties in unincorporated Gwinnett get building permits from Gwinnett County Planning and Development, not the city.
- Norcross's design standards list approved roofing materials as metal standing seam, tile, slate, stone, wood shake, and shingles with a slate, tile or metal appearance and at least a 30-year life rating. Other materials are approved case by case.
- Norcross's residential permit application says the contractor's state license and business license must be submitted with the application before a permit is issued.
